Accessibility statement for the Kotouttaminen.fi online service

This accessibility statement applies to the online service www.kotouttaminen.fi/www.integration.fi and its related social media channels on Twitter, Instagram, YouTube and SlideShare.

Kotouttaminen.fi is an online service of the Ministry of Economic Affairs and Employment, the content of which is provided by the Ministry’s Centre of Expertise in Immigration Integration. The Centre of Expertise is also responsible for the social media channels related to the online service. The Kotouttaminen.fi online service was first published on 21 March 2014 and transferred to a new publication system on 17 January 2017.

The accessibility statement was updated on 21 September 2020.

The online service partially meets the accessibility criteria

The Act on the Provision of Digital Services, which requires that public online services must be accessible, applies to the service. The website must partially meet levels A and AA of the Web Content Accessibility Guidelines (WCAG) 2.1.

The website is not yet fully compliant with the accessibility requirements. The website contains content that is not covered by the legislation or that has not yet been made accessible due to a disproportionate burden.

Content not covered by the legislation

Office software files and images contained in them published in the online service and related social media channels before 23 September 2018 lack text equivalents and file settings, for example. Some video recordings published before 23 September 2020 do not contain subtitles.

The following are excluded from the scope of the legislation:

  • Office software files (e.g. DOC, PDF) published before 23 September 2018.
  • Live video or audio broadcasts that are not recorded for storage or publication.
  • Video or voice recordings published before 23 September 2020.

Content for which we invoke a disproportionate burden

The content, visual look and structure of the Kotouttaminen.fi/Integration.fi online service will be updated in 2020. The new online service will take accessibility into account. The new online service is intended to be published in November 2020.

In addition to creating a new service, we are correcting the deficiencies in the accessibility of the current service with limited resources, with the aim of completing them well in advance of the publication of the new service. Some of the non-accessible content will be removed from the website as outdated before the end of October 2020.

The disproportionate burden applies in particular to the office software files and forms, the text equivalents of images, the link purposes, and possible shortcomings in the visual image and web page structure with regard to contrast and colours in the current online service. The list below details the deficiencies in accessibility and the corresponding WCAG criteria they violate. We will update the report once the deficiencies in accessibility mentioned below have been rectified.

  • Alternative texts: Not all images and infographics contain text equivalents or alternative texts. WCAG 1.1.1 Non-text content.
  • Missing headings or text equivalents: PowerPoint presentations published on SlideShare do not fully comply with the accessibility requirements. The presentations lack text equivalents, a reading sequence and headings. WCAG 1.1.1 Non-text content, 1.3.2 Meaningful sequence.
  • Contrast: The contrast of the colours and the text colour of the online service and related social media content does not fully meet the accessibility requirements. WCAG 1.4.3 Contrast (minimum).
  • Link purpose: The link purpose is not clear from the link text or link context in all links. WCAG 2.4.4 Link purpose (in context).
  • Focus order: The level of headings in “read more/more information” does not follow the focus order. WCAG 2.4.3 Focus order, 2.4.6 Headings and labels.

We are improving the accessibility of kotouttaminen.fi

An external expert evaluation of the accessibility of the website has been commissioned. In addition, we monitor the accessibility of the service through support programmes, for example. We continuously address any accessibility concerns detected in the service.

We address the deficiencies in accessibility of the current service while we simultaneously create a new accessible online service. We aim to correct the main deficiencies in the existing services before the new service is published.
